West Bengal Post Graduate Medical Admission Test 2008 Admission Notification



M.D. / M.S. AND DIPLOMA COURSES IN MODERN MEDICINE
1. Jurisdiction of the University
1.1. Admission to the seats other than the seats mentioned in 1.2, 1.3 and 1.4 below in the affiliated Institutions of The West Bengal University of Health Sciences in different Post Graduate Medical Courses shall be made on the basis of the inter se merit lists of different categories/ statuses of candidates appearing in the West Bengal Post Graduate Medical Admission Test Examination (WBPGMAT) to be conducted by the West Bengal University of Health Sciences (WBUHS). The candidates sponsored only by the appropriate authorities of the Govt. of West Bengal will be considered for the sponsored seats.

1.2. In terms of the directives of the Supreme Court of India, admission to the ‘All India Quota’ seats which are to be specified by the DGHS, Ministry of Health and Family Welfare, GOI, is open to candidates selected through All India Post Graduate Medical Entrance Examination.

1.3. In terms of the directives of the High Court at Calcutta, admission to two seats, either in the IPGME&R or in the University College of Medicine is open to candidates as may be chosen by ‘Rai Bahadur Sukhlall Chandanmull Karnani Trust’, 3, Synagogue Street, Kolkata 700001, one student each in two chosen streams. For the session commencing from 2008, two candidates, one in M.D. (Radiodiagnosis) and another in M.S. (Obst. and Gynae.) will be admitted in these two seats.

1.4. Admission to eighteen seats, in the Command Hospital, Kolkata-700027, is open to candidates as may be chosen by DGAFMS through Combined Admission Test to be conducted by him in addition to six students to be admitted in that institution through WBPGMAT in seats specified by DME (WB) in her letter no. DME/ SPL. Correspondence/354, DT. 17.1.2007.

2. Eligibility criteria for the seats mentioned in 1.1

2.1.1. Citizens of India who have obtained the M.B.B.S degree from any University of the State of West Bengal shall be eligible to apply for admission to the ‘Open seats’ of Post Graduate Medical Degree and Diploma Courses provided they are scheduled to complete their rotating internship for one year on or before 31.03.2008. A candidate who, after passing the MBBS examination, is likely to complete the 12-month compulsory rotating internship by 31st March, 2008 can take up WBPGMAT, but he/she shall not be eligible for admission unless he/she has completed the 12-month compulsory rotating internship by 31 st March, 2008.

2.1.2. In-service candidates who are sponsored by the Govt. of West Bengal are eligible to apply for admission to the Govt.-sponsored seats. Candidates are required to consult relevant government notifications before applying for Govt.-sponsored seats. If required, the candidates are advised to verify their eligibility from their employer. All candidates for the Govt.-sponsored seats are required to produce sponsorship certificate from the Government of West Bengal before being considered for admission.

2.1.3. The choice regarding category (either Govt.-sponsored or open seats) or status (caste etc.), once exercised, can not be subsequently changed. 2.2.. Indian citizens who have obtained M.B.B.S degree from any Medical College of India which is recognized by MCI and who have obtained registration either from the MCI or any of the State Medical Councils, and who have completed compulsory rotating internship on or before 31.03.2008, are eligible for admission to M.D (CM), DPH, DIH, DMCW courses conducted by the All India Institute of Hygiene and Public Health, Kolkata.

2.3. Admission to the Post- Graduate Medical Degree and Diploma Courses will not be allowed unless the candidates have got themselves registered either with the West Bengal Medical Council or with the Medical Council of India. Candidates registered with other State Medical Councils will have to be registered with WBMC/ MCI within 30 days of admission.

2.4. A candidate already in possession of a Post Graduate Medical degree from any Indian University shall not be permitted to apply for any Post Graduate Diploma in the same subject.

2.5. Candidates who are already pursuing any other course are not eligible for admission till they complete the course or they are likely to complete the course within 30.04.2008. However, candidates, pursuing any other course, are permitted to apply, but their candidature will be considered during counselling only on production of their resignation letter from the course undertaken, duly countersigned and accepted by the appropriate authority.

3. Written test Set 1 MD/MS/PG Diploma except DPH/ DIH/ DMCW

Set 2 DPH/ DIH/ DMCW

3.1 Separate written tests on different dates will be conducted by the WBUHS, for each of the above two sets to prepare separate inter se merit lists of different categories/ statuses of candidates seeking admission to the Post-Graduate Medical Courses.

3.2 Applicants will be provisionally allowed to appear in the written tests provided they have submitted separate application for each test in the prescribed forms within the last date and have fulfilled the eligibility criteria outlined above.

3.3 The question papers of the written test shall be set in English and shall contain 200 single response type Multiple Choice Questions for set 1 above. The question papers of the written test shall be set in English and shall contain 100 single response type Multiple Choice Questions for set 2 above.

3.4 For each correct response, three (3) marks will be awarded. One (1) mark will be deducted for each incorrect answer. More than a single response to any question will be treated as incorrect response. No marks will be deducted for questions not attempted.

3.5 The duration of written test will be 160 minutes for set 1 and 80 minutes for set 2 above.

3.6 For set 1, candidate who secures a minimum of 300 marks in the written test, will qualify for empanelment for admission. However, SC & ST candidates securing a minimum of 240 marks in the written test will qualify for empanelment for admission. For set 2, candidate who secures a minimum of 150 marks in the written test, will qualify for empanelment for admission. However, SC & ST candidates securing a minimum of 120 marks in the written test will qualify for empanelment for admission.

3.7. For set 1, the tentative number of questions that would be set from different subjects in WBPGMAT shall be as follows:

3.8. For set 2, questions will be set only on the topics relevant for the concerned diploma courses.

4. Merit List of Candidates

4.1 The rank of the candidates qualifying in the written test will be determined on the basis of the marks obtained by them in the respective WBPGMAT. The roll numbers of the candidates qualifying in the written test will be arranged in the merit list according to rank and in order of decreasing marks.

4.2 In the event of more than one candidate securing the same marks in the written test, the rank shall be determined according to the following principles:

4.2.1 The relative position of such candidates in the merit list will be determined on the basis of the number of correct answers, i.e., the candidate scoring more positive marks will be placed in higher position in the merit list.

4.2.2 If the ranks cannot be determined by the above principle, the ranks will be determined by the total number of failures/ missed chances in all MBBS Professional Examinations. Candidates having lesser failures/ missed chances will be placed at a higher rank. For example, the candidate who has passed all the subjects of the different professional MBBS examinations in a single chance will be placed in a higher position in the merit list.

4.2.3 If the ranks of the candidates cannot be determined by application of the above two principles, the candidate older by age will be in the higher rank than the candidate younger by age. 4.3 There shall be separate lists indicating merit position for each status (caste) etc. of each category (In-service/ open) as mentioned in the respective application form, separately for each of the two sets of WBPGMAT.

4.4 There shall also be separate lists indicating merit position for the candidates sponsored by the Government of West Bengal, wherever applicable, according to category.

4.5 There will be no overall merit list.

5. Counselling for selection of candidates for admission

5.1 Admission to different Post Graduate Medical Courses will be made through personal appearance (counseling) strictly according to the time schedule to be published in due course by appropriate authority. For personal appearance the candidates will be called in order of merit.

5.2 The provisional merit list will be available at the notice-board of WBUHS and in the website, www.thewbuhs.org . No information will be sent to individual candidates in this regard.

5.3 Candidates selected for admission through counselling must obtain the offer letter on the day of counselling on payment of the requisite fees.

5.4.1. A candidate will have to appear in person before the selection committee on the date of counselling; otherwise he / she will be marked absent and his/ her candidature will stand cancelled. Similarly a candidate who fails to join the allotted college by the last date of joining, mentioned in the offer letter, shall have no further claim of the seat. No extension of joining time will be allowed by WBUHS under any circumstances.

5.4.2. However, in case a candidate is unable to appear in person on the day of counselling, he/she may send his/her authorized representative with an Undertaking and Authority Letter for allotment (proforma for Undertaking and Authority Letter are available in the university website in the ‘FORMS’ section in the homepage of www.thewbuhs.org), along with requisite documents in original and fees. The allotment made to the authorized representative shall be binding on the candidate.

5.5. The candidate appearing for counselling will have to bring the following documents in original along with attested copies of all relevant documents:
(i) WBPGMAT Admit Card,
(ii) MBBS Degree/ Provisional passing certificate,
(iii) Internship completion certificate,
(iv) Permanent/ Provisional Registration Certificate issued by MCI/ State Medical Council,
(v) School leaving certificate as proof of age,
(vi) Sponsorship/ No-objection certificate for availing of the West Bengal Government-sponsored seats,
(vii) MBBS chance certificate,
(viii) SC/ST/PH certificate,
(ix) Any other relevant document.
Candidates without original documents shall not be allowed to participate in the counselling.

5.6 The number of seats available for allotment in different Institutions, with their subject-wise break-up, shall be displayed at the venue of counselling and updated on day to day basis. Stipends, fee structure etc. may vary from Institution to Institution. Some seats may be permitted seats and some not yet recognized by MCI.

5.7 The candidates will have the right to choose any one of the available seats at his/ her rank at that point of time and the same will be allotted to him/ her.

5.8 The allotment made will be firm and final. Change of course/ discipline/ Institution is not permitted. Therefore, request for the same will not be entertained by the WBUHS after the allotment except 2nd councelling if permitted by Govt. of India

5.9. There may be two rounds of allotment by personal appearance. The government order and/ or the court/ MCI directives will be strictly adhered to for this purpose.

5.9.1. In the second round of allotment, if any, the candidate who had been allotted a seat in the 1st round and had joined the allotted Institution will be permitted change of course/ discipline/ Institution at his/ her merit position. On such reallocation, the allotment made during first round shall stand automatically cancelled with immediate effect and the candidate shall have no claim whatsoever on the earlier allotment. In case he/she does not opt for reallocation due to any reason, his/ her original seat shall remain undisturbed.

5.9.2. Those candidates, who could not be considered for allotment due to non-availability of any seat at their rank during the first round of allotment may also attend the second round of allotment on payment of stipulated fees.5.9.3. In the second round of allotment the candidate who had been allotted a seat in the 1st round and had not joined the allotted college may also attend the second round of allotment on payment of ‘Counselling fee’ again.

6. Reservation of State Quota Seats

6.1 In-service candidates who are sponsored by the Govt. of West Bengal are eligible to apply for admission to the Govt.-sponsored seats. Candidates are requested to consult relevant government notifications before applying for Govt.-sponsored seats. If required, the candidates are advised to verify their eligibility from their employer. The choice regarding category (either Govt.-sponsored or open seats) or status (caste etc.), once exercised, can not be subsequently changed. All candidates for the Govt.-sponsored seats are required to produce sponsorship certificate from the Government of West Bengal before being considered for admission.

6.2 Seats at the rate of 22%, 6% & 3% will be kept reserved for the SC, ST & Physically Handicapped candidates respectively for both Govt. sponsored and Open seats. ‘Physically Handicapped’ means ‘Persons with disabilities’ as defined by MCI, i.e., 40-60% disability involving the lower limb(s) only. The government order and/ or the court/ MCI directives which will be in force on the respective day of counselling will be followed for this purpose.

6.3 However, 15% & 7.5% seats shall be kept reserved for the SC & ST candidates respectively for the A.I.I.H. & P.H. seats.

6.4 Seats reserved for SC candidates when remaining vacant even after following the instructions laid down in the Govt. orders and notifications, shall be filled in by the ST candidates and vice-versa.

6.5 Seats reserved for PH candidates when remaining vacant even after following the instructions laid down in the Govt. orders and notifications, shall be filled in from the general merit list.

6.6 Seats reserved for S.C & S.T statuses of Govt. sponsored in-service candidates, if remained vacant after counselling amongst all the qualified Govt. sponsored SC & ST candidates, will be offered first to the Non-sponsored SC & ST candidates and thereafter to the Govt. sponsored general caste candidates.

6.7 Seats reserved for PH status of Govt. sponsored candidates, if remain vacant after counselling amongst all the qualified Govt. sponsored PH candidates, will be offered first to the Non-sponsored PH candidates and thereafter to the Govt. sponsored general caste candidates.

6.8. All available seats after the completion of counselling of Govt.-sponsored general candidates will be offered to the ‘Open general candidates’.

7. Other information

7.1 Citizens of India having M.B.B.S degree from any University of West Bengal need not submit separate application form for MD (CM) course of AIIH & PH, Kolkata, if they have applied for Set 1 courses.

7.2 The allotment of Examination centre will be done by WBUHS and will be final and binding.

7.3 There is no provision for rechecking/ re-evaluation of the answer sheets and no query in this regard will be entertained.

7.4. There is no provision for change of course/ discipline/ Institution or transfer from one Institution to another after completion of 2nd round of counselling. The university will not entertain such type of transfer/ change request after completion of 2nd round of counselling.

7.5. Candidates need not submit any supporting document along with their application form.

GENERAL RULES AND PROCEDURAL DIRECTIVES1. Applicants should go through and strictly follow the instructions given in the Information Booklet as published in www.thewbuhs.org in November 2007, while applying for different Post Graduate courses. Application must be complete in all respect.2. Applicants are required to enclose an unstamped self addressed envelop (size 22 cm. x 15 cm.) along with the print-copy of last two pages of the application for sending the Admit Card. The print-copy of the application along with a crossed Demand Draft/ Bankers’ cheque of Rs. 1000/- in favour of ‘The West Bengal University of Health Sciences’ payable at Kolkata is to be submitted either by hand or by Speed/ Registered post to the office of the ‘Controller of Examinations, West Bengal University of Health Sciences, DD-36, Sector-I, Salt Lake, Kolkata-700064’. Print-copies will not be received in person in the office of the WBUHS after 11.12.2007. Print-copies sent by Speed/ Registered post will be received up to 14.12.2007, provided the Bankers’ cheque/ Demand Draft is purchased on or before 11.12.2007. Candidates are requested to write their name and telephone no. on the back of the Demand Draft / Bankers’ Cheque. 3. However, the candidates who will appear for the WBPGMAT for the DPH, DIH and DMCW courses, will submit the print-copy of the application along with a crossed Demand Draft/ Bankers’ cheque of Rs. 750/- in favour of ‘The West Bengal University of Health Sciences’ payable at Kolkata. 4. No other document is to be submitted with application form. 5. Submission of incorrect or false statements / documents or suppression of material information in the application form will be considered as sufficient ground for cancellation of the candidature or the admission of the candidates to a Post Graduate medical course whenever detected, i.e. during the process of admission or even at any stage thereafter. 6. The selection / admission of a candidate shall stand cancelled if he / she is found guilty of copying from any material whatsoever or of taking the help of any electronic media / devices during the examination, or of assisting others or of being assisted by others in any manner whatsoever in writing out the answers during the examination. In this context, decision of the Centre-in-charge and /or the University Observer will be final and binding. 7. Admit Card will be sent by ordinary post. 8. In case Admit Card does not reach the applicant, he/she should appear in person to the office of the Controller of Examinations, WBUHS, according to the time schedule mentioned in this booklet, for issuance of the duplicate Admit Card. 9. Multiple Choices Answering Method through OMRI) The test will be objective in nature and for each question several suggested answers will be given of which ONLY ONE answer will be correct. II) The Answer Sheet will be machine-scored and therefore requires specific procedure to be followed as given below: The answers will be marked only by blue/ black ball-pen. The pencils are NOT TO BE USED. The method of marking answers is indicated below:  Each question will be followed by answers marked as (a), (b), (c) or (d). Select the most appropriate answer. Then, using blue/ black ball-pen blacken the circle bearing the correct answer index against the serial number of the question on the answer sheet completely.  Please note that the mark should be dark enough and the circle should be filled in as completely as possible. You need not make special efforts to darken any circle artistically. 10. The qualified candidates whose names will be published in the Provisional Merit List will have to submit all the attested copies of supporting documents along with originals for verification of their eligibility to the course. 11. The qualified officers of the WBHS, WBMES, WBPH&AS etc. shall have to produce appropriate certificates from the Govt. of West Bengal in original at the time of counselling. 12. The Merit list will be notified in the notice-board of the WBUHS and will also be available in the website . No communication in this regard will be made to the candidates personally. 13. Candidates selected for admission through counselling must obtain the offer letter on the day of counselling on payment of the requisite fees. 14. The candidate should report to the head of the respective Institutions within the date mentioned in the offer letter.15. If a candidate does not report to the allotted Institution within the stipulated date his / her admission to the course will stand cancelled. 16. Candidates who do not complete their one-year internship training on or before 31st March 2008 are not eligible to apply. 17. No travel allowance is admissible for appearing in the written examination or for attending counselling. 18. No personal communication will be made to the candidates, unless it is considered absolutely necessary by the University authority. 19. Admission of candidates belonging to WB Govt. service will be in accordance to the relevant Government orders prevailing at the material time.

Guidelines For Submission Of Application*1. A candidate seeking admission through WBPGMAT is required to submit his/ her application online by logging in www.thewbuhs.org Application submitted by all other means will be summarily rejected. *2. The candidate will, first of all, visit the university website www.thewbuhs.org through internet. He is required to go through the relevant ‘Information Booklet’ carefully and acquaint himself/ herself with all requirements regarding filling in the application form. *3. In the homepage he/ she will click ‘Admission’ in red to go to the next page to click to the name of the appropriate course for which he/ she wants to submit the form online. In the next page the candidate will be offered options to go through the 'INFORMATION BOOKLET' and ' Multiple Choice Answering Method Through OMR’. The candidate is advised to go through both thoroughly before continuing to fill in the ‘Online Application Form’. In case he/ she is already acquainted with their contents he/ she may click 'Apply Online'. *4. The next page titled ‘Instructions’ appears. Read the instructions thoroughly and then click ‘Click here for the Application Form’ at the bottom. *5. Fill in the ‘Online Application Form’ carefully by selecting appropriate options or by typing in appropriate places. Please do not skip any point. Then click ‘continue’ at the bottom of the page to see what you have entered. *6. Please check the details of your entry in the next page. If you want to change anything click ‘Back’ at the bottom to go to the previous page to make necessary corrections and then again click ‘Continue’. Otherwise the option ‘Continue’ is to be clicked.Only after you are fully satisfied, click ‘Submit’ at the bottom to go to the next page. You will not be able to change the data after submitting the form. After clicking ‘Submit’ two more pages will appear with a ‘Serial No.’ and the candidate will have to print both the pages as those will have to be submitted to WBUHS. Please keep photocopies of those pages for your record. Submit the form afresh if you do not get any ‘Serial No.’. Application Forms without ‘Serial No.’ and missing data will not be entertained.**1. The instructions given in the print-outs are to be followed scrupulously. The printed hard-copies of last two pages are to be submitted to WBUHS along with (i) two photographs pasted in appropriate places, (ii) the candidate’s signature, (iii) the Demand-Draft/ Bankers’ Cheque of Rs. 1000/- and (iv) an unstamped self-addressed envelope, personally or by registered post/ speed post, so as to reach WBUHS on or before the prescribed last date. **2. All forms submitted after the stipulated last date/ all incomplete or invalid forms will be rejected without any further reference to the candidate and the fees submitted, if any, will be forfeited as processing charges.
